Baydon Parish Council Meeting of 30th April 2012
Councillor Andy Knowles chaired the Annual General Meeting of the Parish Council held on Monday 30th April 2012. All councillors were present except Mr Michael Edmonds, due to illness.
There being no other nominations Mr Knowles was voted in as chairman for another year.
The minutes from the last two meetings were approved and signed.
Planning:
The amendments to previous plans for a side extension and
alterations to High Farm House,
It was noted that the clerk, Mrs Rowan Cockcroft had handed in her notice and would finish on 21st May. Thanks were expressed to Mrs Cockcroft for her sterling work over the past years. It was agreed to advertise the post of Parish Clerk in the Scene in Baydon and also in nearby villages.

At the meeting of the MCAB the excellent work of Baydon’s Traffic Calming Working Group (TCWG) was recognised and held up as an example to other villages.
Cllr Tamsin Witt then gave a report from the TCWG stating that the group could claim success in the fact that only two roads were to be reviewed by the Marlborough area Highways department, one of which was Ermin Street. The Highways department had reported that a final decision was soon to be made concerning Baydon’s “School Journey” plan. A review of the road near the Play Area has been undertaken, and Highways Dept. is to submit full plans to the Community Area Transport Group. It is possible that the road may be narrowed, but of course funds are limited. Mr Mark Austen’s report on the Community Speed Watch noted that recently 31 speeders were recorded with one car doing 71mph through the village.
The Jubilee celebration preparations were reported to be going well and that someone had donated a large gazebo and plastic chairs for village use. Cllr Knowles has spoken to Jonathan Smith concerning the 2002 Jubilee boundary stone and will also be speaking to the landowner, Mr Robert Lawton about better access to the stone. Questions were raised about the lighting of the beacon. If Baydon were requested to be on the official beacon list for Monday 4th June, would mean lighting the beacon twice? It was agreed that preferably the beacon should be lit during the village celebrations on the Sunday, but to review the situation when the official list comes through.
Cllr Witt said that she would like the council to budget for a fence along the northern side of the play area. Cllr Knowles agreed to look at the Land Registry to define that actual boundary and to consult the neighbouring landowners.
The Parish Improvement Grant Scheme was discussed. It was
agreed to raise the issue at the Parish Assembly as Rights of Way are to be
discussed then.

The bank funds are as follows; the treasurers account £2,762.74; savings account £10,261.96; petty cash £17.16 making a total as at 13th April of £13,041.86. The fourth quarterly financial report was approved, as was the quote of £470.27 for insurance.
The clerk has agreed to resume the role of Financial Officer for the time being during the illness of Cllr Michael Edmonds.
It was agreed to provide wine again at the Parish Assembly on Friday 18th May. The cost up to a total of £50 was approved.
It was noted that the chairperson of the Baydon Young Peoples Association was about to resign and that the committee would be looking for a new chairperson at their forthcoming AGM.
