Baydon Parish Council Meeting of 3rd September 2012

 

 

The September Parish Council meeting was held in the BYPA Hall with all the councillors present and Cllr Andy Knowles in the chair. Apologies were received from County Councillor Chris Humphries.

 

Cllr Tamsin Witt asked that it be minuted that Wiltshire Council had agreed that the S106 monies could be used to refurbish the BYPA Hall. It was also noted that a previously minuted statement that the Parish Council would actually be running the Hall was incorrect.

 

Thanks were extended to Mr Jim Grove and the landowner Mr Matthew Lloyd for the improvement in conditions along two local footpaths. A letter is to be sent to the owners of Baydon House Farm asking that the lower end of Paines Lane be maintained. It was also noted that the alley-way between Manor Lane and Ermin Close had not been cleared of overhanging bushes.

 

Planning:-  Full planning permission had been granted to the Croft for access and stables; 3 Ermin Street for a 2 storey extension, with conditions; Baydon House Farm for a new access, with conditions.

 

The Marlborough Area Board (MAB) is to meet in the Marlborough Town Hall at 6pm on 25th September. The meeting is open to all groups within the local villages and it will cover local government funds that are available. Cllr Knowles agreed to give more details to any groups / organisation who were interested.

 

Cllr Witt gave a brief report from the Traffic Calming Working Group (TCWG). She said that she had had a site visit with Steve Hind, the new officer assigned to Baydon. He has agreed to come up with a plan and budget for traffic calming measures. The Parish Council would, Cllr Witt added, be expected to contribute something towards the cost, if they wish to have funding from County.

 

Mark Austen reported that Wiltshire Police speed monitoring presence is to be increased in the village due to continued high amounts of speeders being recorded during Baydon Community SpeedWatch (CSW) sessions. The Speed Indication Display (SID) machine would also be in the village for 10 days.

 

Cllr Witt then gave a report from the BYPA, saying that an application for a grant from Wessex Down to cover the cost of flooring, roof insulation and a new kitchen in the Hall had been submitted. It was proposed to use the S106 monies for match funding.

 

Mrs Kim Austen had also completed an application to Awards for All for monies to cover the cost of a new heating system.

 

Cllr Knowles thanked everyone concerned for their efforts on behalf of the BYPA (Baydon Young Peoples Association).

 

It was noted that there is to be a Litter Pick on Saturday 8th September at 10am.

The Big Breakfast planned for 9th September has been postponed, a new date is to be decided later.  A gardening day at the BYPA is now planned instead for 9th September.

 

It was agreed to publish details in the Post Office Stores for villagers to donate in memory of Cllr Michael Edmonds who died recently.

 

Cllr Alison Tomkin presented the playground inspection rota, and Cllr Philip Dore reported that he had completed the first inspection and that all was well. It was agreed to put a key to the litterbin in the shop.

 

The grass-cutting contract was discussed. Members of the village expressed their pleasure in the work carried out by Pitmans.

 

The new Youth Worker was discussed. Cllr Witt said that Wiltshire Council were being slow in completing the CRB check. Cllr Witt is to e-mail County Councillor Humphries to ask for his help in moving things forward.

 

Finance:-

 

Full accounts were received from the Jubilee Committee. It was agreed to reimburse Mrs Debbie Moxon £923.18 for the Jubilee Celebrations. The committee had overspent by £1.40, Mrs Moxon agreed to fund this amount personally.

 

The Quarterly budget report was presented, but councillors asked for more time to consider it.

 

The bank reconciliation for July was as follows: Treasurers a/c £4,193.76; Savings a/c £10,563.91; Petty Cash £45.93; Total £14,803.60.

 

The payments made were £180.93 to HMRC, £20.44 to Southern Electric; £343 for Audit; £1,121.00 to Pitmans for 6 months grass cutting.

 

The Bonfire Night was discussed and it was agreed to fund a Triple Finale package (towards the display) at a cost of £360 +VAT. This would be funded by the monies already budgeted for donation and include £80 not used at the Jubilee Celebrations.

Mr Trevor Dominy added that the Firework committee were looking for an electrician, as a lot of the new fireworks had to be lit electronically.

 

Cllr Knowles asked the councillors to begin considering the Precept Budget 2013/14.  All village groups, he added, need to get in their “wish lists” if they wanted to be included in the budget. The clerk Mrs Marie Hogan agreed to write to the Scene in Baydon.

 

It was noted that there had been no volunteers to man the Defibrillator.

 

Cllr Knowles acknowledged the death recently of Mrs Mo Lafford who had contributed a great deal to the life of the village. She had been clerk to the Parish Council and edited the Scene in Baydon for many years. Cllr Knowles expressed the Council’s condolences to the Lafford family.
