Parish Council Meeting of Monday 28th November 2011

 

The Parish Council meeting was held on 28th November in the Baydon Young Peoples Hall, with Mr Andrew Knowles in the chair. Councillors Alison Tomkins, Tamsin Witt and Philip Dore were also present. Apologies were received from Michael Edmonds.

The minutes of the last meeting were agreed and signed.

In public question time Mr Bernie Gribble asked if he could speak about footpaths and bridleways which, he felt, were a significant local heritage. He requested time for a discussion with the Parish Council and villagers on how applications for changes in these footpaths and bridleways should be dealt with. Mr Gribble also asked that the council consider reversing the decision that was made concerning BAYDON 11.

Cllr Tomkins said that the public were always welcome to come and make their views known. It was agreed that the matter be raised at the Parish Assembly when Mr Gribble will be able to state his case.

Plans for a single storey extension to 4 Ermin Close raised no objections from the council.

A request was received from Wiltshire Council that the Parish Council writes to the landowner about the change of BAYDON 18 from a footpath to a bridleway. The council declined the request.

It was agreed to defer the election of a Vice Chairman until the February meeting.

In her report from the Traffic Calming Working Group Cllr Tamsin Witt said that the Community Speed Watch was still working well. Unfortunately the village is in the top 3 for “speeders” in the area.

Chairman Andy Knowles gave a report from the Marlborough Area Board, which Cllr Michael Edmonds attended. He was pleased to announce that a grant for the Baydon Cricket Club had been approved.

The local police support officer Jonathan Mills asked people to be aware that farm machinery and quad bikes in particular were being targeted by thieves in this area.

It was reported that the Cricket Field bin has been erected and will be emptied at no extra cost to the parish.

The large containers that were on the Cricket Field have now been removed, but there was still a small amount of rubbish on the field. Mr Knowles is to request that the Cricket Club be asked to clear this.

A litterbin has also been placed outside the Parish Field. Councillors are to set up a rota for emptying the bin. Extra fencing is being erected along the south side of the field and the work should be completed in the next two weeks.

It was agreed to request a Village waste bin, and decide later where it should be kept.

The need for a Baydon Automatic External Defibrillator was discussed. It was agreed to ask Villagers for their views through the village magazine.

Payments between meetings; £22.25 to Thames Water; £20 to Baydon Young Peoples Association for the hire of the hall; Cricket Field container removal £600 and grass cutting £1,353, were all approved.

It was also agreed to reimburse the Firework Committee for the cost of fencing stakes £116.35; thanks were extended to the committee for yet another brilliant night. Mr Trevor Dominy thanked, in return, the Parish Council for their support. He reported that 756 people had attended, and that a total of £459 profit would be put towards next year’s event.

The December payment of £193.73 to HMRC was approved.

It was agreed to formulate a Mission Statement concerning grants that could be given by the council to local groups. A draft would be brought in at a later date for approval.

A request from Little Crickets pre-school was discussed but it was decided that more information was needed. Cllr Knowles is to contact the leader Mrs Denise Dawson with a suggestion that she review and re-submit her request.

It was agreed that Carol Singing around the Christmas tree would be held on Friday 23rd December with refreshments to be supplied by the Red Lion. It was agreed to spend up to £50 on refreshments. The Tree would be erected on Saturday 3rd December starting at 9.30am.

The 2012/2013 budget of £11,905.00 was agreed, it was also agreed to set that as the precept. The total held in the Parish Council bank accounts to date is £20,935.24.

It was agreed to remove Mr Tony Prior as a bank signatory, and to substitute Mr Andrew Knowles in his place.

The litter picking date is to be Saturday 28th January 2012 at 10am. Local groups are to be asked to help.

Cllr Tamsin Witt agreed to draft a letter to a dog owner who is allowing his/her dog to roam free and foul the footpaths.

Mr Kevin Howell of Aldbourne Road was then co-opted on to the Parish Council.

The meeting closed at 9.40pm.
