Baydon Parish Council Meeting of 27th June 2011

 

 

Baydon Parish Council met in the BYPA Hall on Monday 27th June 2011 with Mr Tony Prior in the chair. All Councillors were present but County Councillor Chris Humphries sent his apologies.

 

The planning application for small extensions to Payne’s Cottages was returned with no objections from the councillors.

 

A team from Aldbourne Youth Council then gave a presentation about the achievements of the Council in Aldbourne. They urged the Baydon Parish Council to consider employing, along with Aldbourne and Ramsbury, a youth worker for the benefit of the youngsters in each of these villages. Cllr Prior thanked them for their presentation and said that there was much to think about.

 

Mrs Kim Austen later said that the BYPA now had a good committee who were planning to re-instate the Youth Club in September.  Cllr Tamsin Witt said that she had received a request from the chairperson of the BYPA asking for the Parish Council to fund a Youth Worker for a year at the cost of £1,500. There followed a long discussion and it was finally agreed to ask Aldbourne Youth Council for more precise employment details and to ask that the Youth Worker address the council at the next meeting.

 

Cllr Witt reported from the Traffic Calming Working Group (TCWG) that the Community SpeedWatch (CSW) was going well. As a result of the high number of speeding cars recorded, the police had visited three times and issued tickets. The fastest speed recorded was 59mph. The TCWG asked that they be allowed to request that the flashing 30mph sign be placed further east, before the entrance to the play area. The council agreed that the clerk send a letter to Highways. Cllr Witt would draft the letter.

 

Cllr Prior then gave a short Marlborough Community Area Board (MCAB) report, but he added that the Parish Forum had not met since the last Baydon meeting so there was nothing to report.

 

There was a great deal of discussion about a litterbin at the Cricket Field. The Cricket Club had requested two bins. Cllr Witt suggested one outside of the pedestrian gate, as the Refuse collectors could then empty it. Cllr Prior said that it would probably cost the Parish £48 per year. It was finally agreed that Cllr Witt look further into the costings and report back.

 

It was agreed to buy a sack holder ring for the Parish Field at a cost of £86 and that councillors remove and replace the black bin liners regularly. Cllr Prior said that he appreciated the help from parents who, up to now had kept the field free from litter. Cllr Prior then displayed a Thank You card that he had received from a group of small children concerning the play area.

 

It was agreed to adopt a risk assessment and yearly inspection procedure concerning the play equipment. There then followed a heated debate about the fortnightly inspection by councillors. It was finally agreed to use the inspection forms provided by Cllr Prior for 6 months before reviewing them and to pay £12 for a bimonthly inspection by Wiltshire Council. Cllr Michael Edmonds registered his disapproval on both accounts.

 

Cllr Andy Knowles said that he had not yet received three quotes for additional fencing in the Parish Field.

 

An adjustment was made in the cost of water to the Allotment Association because the men installing the play equipment had used water to mix cement etc. Cllr Prior is to approach Pittman’s to further improve the old mound area. Cllr Edmonds offered to strim the area in the interim.

 

Cllr Prior said that £12,854 would be received from Wiltshire Council (s106 monies) when invoices had been received. The clerk was instructed to send invoices.

 

It was agreed to purchase two picnic tables for the play area, at a cost of £1,348 including delivery.

 

There were no plans available as yet for a communal shed for the Allotment holders.

 

It was agreed that the state of the track to the Parish Field was adequate and needed no further work at the moment.

 

Cllr Witt said that she had missed the deadline for the Parish Improvement Grant Scheme this year, but will look again next year and ask the council to consider Kissing Gates instead of Styles on some of the Rights of Way.

 

A complaint had been received concerning overgrown hedging in Manor Lane. The clerk Mrs Rowan Cockcroft was asked to write to the landowner Mr Matthew Lloyd.

 

It was agreed to call a public meeting in the 2nd week of September to discuss the 2012 Jubilee Celebrations.

Payments between meetings included £2,583.96 to A. Archer for rabbit proof fencing; £174.55 for the clerks salary; £91 to the Baydon Scene; £133.60 for refreshments at the Opening of the Playground; £489.12 for digger costs; £150 for Parish signs and £36 to Community First. The total held in the bank accounts is currently £20,530.96.

 

The chair of the Cricket Club, Mr Lee Hogan had contacted the Parish Council about the old buildings that need removing,. Cllr Edmonds suggested that the MCAB might consider giving the Cricket Club a grant. Cllr Witt agreed to assist Mr Hogan with this.
