Baydon Parish Council Meeting of 16th January 2012

 

 

The Baydon Parish Council meeting was held at the BYPA Hall on Monday 16th January 2012. Apologies were received from Ms Alison Tomkins. Mr Andrew Knowles was in the chair.

 

Public Question Time:

 

Mr Bernie Gribble explained that he had written to the Parish Council about Rights of Way, as the matter needed extra attention on the agenda. Cllr Knowles said that everything on the agenda was treated with equal importance and that the council had replied to Mr Gribble’s letter and he was being given a slot at the next Parish Assembly.

 

Mrs Heather Burch announced that the Joggers and the Cricket club were combining to organise a Run for Sports Relief on 25th March. 1 mile, 3 mile and 6 mile circuits have been organised starting from the BYPA Hall. Help was needed, added Mrs Burch, and the event was open to all.

 

Planning:

 

The removal of a Horse Chestnut tree at Pen Close House raised no objections but it was thought the replacement should be like for like. The erection of a Pool House and Plant Room with a Boiler Room and Garage at Baydon House Farm raised no objections except the reminder of Rights of Way. The erection of a single dwelling at 1 Ermin Street, County Councillor Chris Humphries reported that planning had been refused.

 

Cllr Knowles explained that several letters had been received concerning the stables that had appeared off Willow Track. It was at this point he was interrupted by Mrs Beverage claiming that the track was actually named Little Lane. Cllr Knowles asked Mrs Beverage if she had received any notification from the Council. She replied, saying that if he needed any information he should re-apply in writing.

 

Cllr Tamsin Witt then gave a brief report from the Traffic Calming Working Group (TCWG). She noted that last week 34 vehicles in a one hour session had been observed speeding through the village, the fastest speed being 54mph passed the playground area. She added that both she and Councillor Chris Humphries would be attending the Community Area Transport Committee (CATG) meeting.

 

Cllr Knowles reported that a litterbin had been placed in the Parish Field and the erection of the security fencing had been completed.

 

There was no one present from the Diamond Jubilee Committee to give a report about the progress made in applying for a grant.

 

The Clerk, Mrs Rowan Cockcroft, said that a storage area was required for the Parish Assets. Councillor Chris Humphries suggested that the Parish Council apply for a garage from Sarsen Housing.

 

Cllr Philip Dore volunteered to repaint the Downsmead notice board.

 

It was agreed that the Great Western Hospital Foundation Trust be given time to make a presentation at the Parish Assembly.

It was agreed to hold a Litter pick around the village, starting at 10am on Saturday 28th January 2012.

 

Finance:

 

Concern was shown about the future of the position of Youth Worker in the village as Amy had resigned. The Parish Council are to write to Aldbourne Council asking when she is likely to be replaced as Baydon Parish Council have already paid £500 towards the cost.

 

The following payments were approved: £86.40 to Gale Ltd. for the Christmas tree; £2,900.00 to C Duck for the Parish Field fencing; £2,762.00 as matched funding to the Cricket Club. A donation of £50 to the Red Lion was also approved for the mulled wine and mince pies. Cllr Knowles said that 62 people had enjoyed Carols around the Christmas tree in December. Thanks were extended to the Red Lion pub, to Aldbourne Band for providing a brass ensemble to accompany the singing, and to those who erected, re-erected and dismantled the Christmas tree.

 

The bank reconciliation statement for December 2011 showed a total of £18,632.42. The quarterly budget report was approved, as was the updated asset register. Cllr Michael Edmonds said that careful thought needed to be put into how grants were awarded from the S106 monies. He felt the council should be in no hurry to spend it. Cllr Knowles said that it was necessary to find a project that the village would gain most value from. The amount in question is £20,000. It was agreed to give the matter more thought and discuss it again later.

 

It was agreed to elect a Vice Chairman at the February meeting, for which nominations were needed.

 

The discussion concerning the requirement for a village Defibrillator was to be advertised in the Scene in Baydon, and at the Parish Assembly which is to be held on Friday 18th May 2012.
