Baydon Parish Council Meeting of 11th June 2012

 

 

The Parish Council meeting held in the Baydon Young Peoples (BYPA) Hall on Monday 11th June was chaired by Cllr Andy Knowles.

 

Cllr Knowles began by thanking the Jubilee Committee for a well organised and well attended Village Celebration, and the Firework committee for lighting the Beacon on that occasion and again on the Monday when again many villagers attended.

 

Cllr Tamsin Witt took the minutes in the absence of a clerk. Interviews for a new clerk are in the pipeline.

 

In Public Question Time, Mrs Denise Dawson said that some youths had requested two poles be erected in the play area so that they could “slack line” which is a new craze. The councillors agreed to consider the request if the youths gave a presentation at the next meeting.

 

Planning:-   The councillors raised no objections to the demolition of an existing workshop at Gooselands, Aldbourne Road and the erection of a new double garage. The retention of two stable buildings and work undertaken to provide a new vehicular access by The Croft, Willow Track was also returned with no objections.

 

Cllr Witt then gave a report from the Traffic Calming Working Group (TCWG) in which she said that the group were attending a “Reclaim our Villages” Parish Forum Project led by consultants Hamilton Baillie.  Funding had been received for the “Safer Journeys to School” project and work may begin in the October half term, on the junction of Ermin Street and Aldbourne Road.  The police had visited the village to conduct a speed camera session, Cllr Witt added, as a direct result of the Community Speed Watch (CSW) results (eg 43 speeders were recorded in an hour CSW session last week with the fastest car doing 61 mph).

 

Cllr Knowles reported that the Zip-wire in the Play Area was to be repaired on Friday. It is not yet known how the apparatus was damaged, but it was requested that no adults use the Zip-wire and that only one child at a time should ride on it. A decision concerning a fence along the northern boundary of the play area was deferred. It was agreed to add the chain link fence onto the current Parish Insurance.

 

Cllr Witt said she had discussed, with the BYPA trustees, the possibility of the Parish Council becoming a corporate or custodian trustee of the Hall. It was agreed by all that the Council wished to be involved and there ensure the hall survives for village use. Cllr Witt is to make more enquiries and report back at the next meeting.

 

The Automatic External Defibrillators were discussed and was agreed to advertise in the Scene in Baydon for a volunteer to oversee the project.

An invitation is to be sent to the original Steering Committee of the Baydon Village Plan to ask if they would like to meet and discuss the progression of the Plan with a view to amending and updating it.

 

Cllr Kevin Howell agreed to contact Highways concerning the flooding in Russley Road outside the cottages.

 

Payments were approved as follows; Insurance £470.27; Baydon Fete donation £50.00; Parish Assembly refreshments £35.32 and Southern Electric £22.08. The HMRC first quarter payment of £180.93 and the internal audit £25.00 (which passed with flying colours) were also agreed.

 

The bank reconciliation for May is; Treasurers a/c £5,487.72; Savings a/c £10,531.96; Petty Cash £45.93; Grand total £16,065.61.

 

The Annual Return for 2011/12 was approved and it was agreed to pay the Community First membership fee of £36.

 

The meeting closed at 8.49pm.
