Baydon Parish Council Meeting of 5th September 2011

 

The Parish Council meeting held in the Baydon Young Peoples Association BYPA) Hall on Monday 5th September 2011. Mr Andrew Knowles chaired the meeting in the absence of chairman Mr Tony Prior. Apologies were also received from Mrs Tamsin Witt.

Several members of the community also attended.

Planning:

A planning application for the erection of a two-storey extension at Baydon House Farm raised no objections.

Applications for Livestock accommodation and feed buildings at Gore Lane Farm, and a single story side extension at 4,Walronds Close were also returned with no objections from the council.

The outlining planning permission for the erection of four houses behind Foxfield, Aldbourne Road caused a great deal of discussion from the councillors and residents. Cllr Tomkins asked if Baydon really needed any more development.

Cllr Michael Edmonds proposed that County Cllr Humphries call the matter to full planning committee, which he agreed to do.

 

Ms Amy Wallis, the Aldbourne Youth Worker was then invited to speak, She said that she had had several youth related jobs since completing her degree in Psychology and is now employed as a Youth Worker with the Aldbourne Youth Council. A draft document was submitted for the councillors to review with a view to employing Ms Wallis as a part-time Youth worker in Baydon.

 

Cllr Edmonds stated that he was willing to support Cllr Knowles if he was willing to stand as Chairperson when Cllr Prior retires in December. Cllr Knowles replied that he would not be able to give the commitment that Cllr Prior is giving. Cllr Tomkins reported that anyone would find it difficult to give the hours that Cllr Prior has given and that a new chairperson would need to delegate. Cllr Knowles agree to consider the position. The decision was deferred.

 

Mr Mark Austen gave a brief report on behalf of the Traffic Calming Working Group (TCWG). He said that the matter of the roundabout has been deferred by the Marlborough Area Board (MAB) as they are awaiting costs and that that the TCWG had requested that the fixed speed limit sign at the east of the village, be moved more towards the edge of the village because of the playground access.  Cllr Edmonds congratulated Mr Austen and his group for all they had achieved thus far.

 

Cllr Edmonds agreed to attend the next M.C.A.B. meeting.

 

The container removal from the Cricket Field was delayed because the Parish Council are awaiting more quotes.

The councillors have installed the Picnic Benches on the play area, and the trees along the northern boundary have been cut.

A letter had been received from Redcliffe Homes stating that they were happy for the restrictions on the use of s106 monies to be lifted. Cllr Edmonds said that in the light of this he had drafted a letter to Mr Steve Ibbetson of Wiltshire Council.

County Councillor Chris Humphries suggested that as the money was to be used for the greater community benefit he was sure Mr Ibbetson would look favourably on the situation. It was agreed that the letter be sent.

 

Mr Lee Hogan had written to the Parish Council for monetary support for the Cricket Club of £7,000. It was suggested that Mr Hogan apply to the Marlborough Area Board for a grant, which the Parish Council agreed to match fund.

 

The Manor Lane hedging at the junction with Aldbourne Road was discussed. In spite of householders cutting back their hedging the visibility was still poor. It was agreed to write to Highways for advice.

 

Payments between meetings to Mazars External Auditors of £162; Pittams grass cutting £1,353, were approved. Payments to Cllr Prior for rubbish removal and concrete for fixing the picnic benches totalled £27.40, cost of the benches £1,576.80, and HMRC £174.45, were also approved.

The total bank fund reconciliation for August was £18,610.45.

It was noted that the monies for the play area came externally and not from the precept.

Cllr Knowles said that he was still awaiting quotes for the additional Parish Field fencing

The clerk’s expenses were approved, as were expenses submitted by Cllr Tomkins.

The Parish Council is to hold a village meeting on 16th September in the School Hall, to discuss the Queens Jubilee celebration. Cllr Tomkins is to distribute leaflets around the village. The School Hall hire was also approved.

It was agreed to donate £275 to the Firework Committee for the annual village firework display. Mr Trevor Dominy stated that the fireworks had been ordered at a cost of £1,400, and that there had been £345 left over from last year. He thanked the Parish Council for their donation.

A grant had been applied for from MAB, for a generator and lights because it was felt that the pedestrian entrance needed illuminating.

The Cricket Field would soon be open for burnable garden rubbish (for a small donation to the firework fund) to be deposited there.

It was agreed that Cllr Tomkins purchase new Christmas tree lights from TLC in Swindon at the cost of £277.80.

There will be additional recycling skips for Plastic / Cardboard on 18th October and 15th November.

The meeting closed at 9.20pm.
