BAYDON PARISH COUNCIL

 

Minutes of the Meeting held at the BYPA Hall on 16th January 2012

PRESENT: Cllr Andrew Knowles (Chair), Cllr Philip Dore, Cllr Michael Edmonds, Cllr Kevin Howell, Cllr Tamsin Witt, County Cllr Humphries and 6 members of the public.

 

1. APOLOGIES – Cllr Alison Tomkins.

 

2. DECLARATIONS OF INTEREST – None.

 

3. MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING –

 

The minutes of the Parish Council meeting held on the 28th November 2011 were approved.

 

4. SUSPENSION OF THE MEETING FOR PUBLIC QUESTION TIME – Mrs Heather Burch informed the Parish Council that the Baydon Jogging Club together with the Baydon Cricket Club are organising a Baydon - Sport Relief Mile on Sunday the 25th March. Everyone is welcome to join in.

 

Mr Bernie Gribble addressed the Parish Council, restating his reasons for writing to the Parish Council regarding footpaths. The Chairman re-iterated his offer for Mr Gribble to speak to Baydon residents at the next Parish Assembly.

 

Mrs Furber notified the Council that the footpath sign on Baydon 4 has moved and needs repositioning. The Clerk was asked to write to Wiltshire Council requesting it be put back.

5. PLANNING –

 

5.1        E/2011/1730/TPO – Removal of Horse Chestnut and replacement with a low screening tree, Penclose House, Manor Lane. The Cllrs briefly discussed the application and agreed that as long as the tree was replaced with a Horse Chestnut they had no objections to the application.

 

5.2        E/2011/1733/FUL – Erection of Pool House and Plant Room with attached Boiler Room and Garaging, Baydon House Farm. The Parish Council agreed ‘no objections’ to this application but asked the Clerk to draw the attention of the Planning Officer to the existence of Baydon 11 footpath in the area of the application.

 

It has been brought to the Council’s attention that a new driveway is being constructed onto a bridleway in the vicinity of Baydon House Farm. The Chairman agreed to contact the Wiltshire Council Planning Department for advice.                                                            Action: Chairman

 

5.3        E/2011/1745/FUL Construction of all weather manege, The Beeches 4 Waldronds Close. The Cllrs agreed ‘no objections’ to the application.

 

5.4        E/2011/1636/FUL – Resubmission of E/2011/1276/FUL, Erection of single dwelling with associated parking. Land adjacent to 1 Ermin Street, Baydon. This application has been refused by Wiltshire Council Planning Department.

 

5.5        Additional building – Willow track, Baydon.  The new stable building and associated access has been referred to the Wiltshire Council Planning Department.

 

6. ITEMS FOR CONSIDERATION

 

6.1        The Traffic Calming Working Group report. Cllr Witt will attend the Community Area Transport Group meeting on the 17th January 2012 to follow up on the Parish Council response to the roundabout feasibility report and other highways issues.

 

Community Speed Watch,(CSW) is continuing with 34 speeders recently recorded in an hour session, (with a maximum speed of 54 mph.) The Clerk was contacted by Suckley Parish Council, Gloucestershire to provide details of our CSW process. The details were passed by the CSW co-ordinator Mr Mark Austen to Suckley Parish Council.

6.2               Report on the status of the Parish Field:

 

a.         Litter bin status.  This action is complete. Duplicate keys and extra bin bags have been received by Cllr Witt.

           

The Cricket Field litter bin has not been emptied, Cllr Witt was asked to chase this up with Wiltshire Council.                                                                                     Action: TW

 

b.         Fencing. The metal chain-linked fence between Ermin Street and the Parish Field is now complete.

 

6.3               Baydon Diamond Jubilee Arrangements. The Parish Council are concerned that they have not yet received a detailed proposal from the village Jubilee group, in particular costing arrangements. The next Jubilee meeting is the 23rd January 2012. The MCAB grant form must be submitted by the 24th February 2012.                                        Action: Jubilee Group/Clerk

 

6.4               Parish Council storage requirements. The Clerk suggested that the Parish Council needed some storage within the village as both the Clerk and Councillors were storing Parish Council property. It was suggested that as a temporary measure one of the empty garages in Downsmead may be a solution. Cllr Witt was asked to forward Sarsen housing contact details to the Clerk to investigate the possibility.                                                           Action: TW/Clerk

 

6.5               Maintenance of the Downsmead notice board. The Downsmead noticeboard needs repairing. Cllr Dore agreed to undertake this job.                                                         Action: PD

 

6.6        Great Western Hospitals NHS Foundation Trust membership project. The Parish Council have received an offer from the Great Western Hospital NHS Foundation Trust to come and speak at a Parish Council meeting. The Cllrs discussed the offer and suggested that the Parish Assembly may be a more appropriate meeting. The Chairman agreed to write back with an offer for the trust to speak for ten minutes at the 2012 Parish Assembly.          Action: Chairman

 

6.7               Litter pick – Saturday 28th January 2012.  Cllr Witt provided posters which she and the Clerk will put up. Everybody is welcome to come and help.

 

7. FINANCE

 

7.1        Payments made between meetings. -   The following items were approved:

 

      Aldbourne Youth Council – Instalment 1                           £500

      John Gale Ltd (Christmas Tree)                                       £86.40

            C Duck – Parish Field Fence                                          £2,900

            Baydon Cricket Club Grant                                             £2,762             

 

Aldbourne Youth Council - The current Aldbourne Youth Council,(AYC) worker, (Amy Wallis) has resigned but the AYC plan to replace her. The Parish Council discussed the implications for Baydon and agreed to write to the AYC regarding their intended plans for Baydon.

Christmas treeIt was agreed that this year’s Christmas tree was a little tall and needed to be  more bushy. However the new lights were well received but could be switched off a little earlier each evening.

 

7.2        Future Payments. - The following sums were approved for payments:

 

      Christmas Carols - Refreshment donation             £50

 

The Christmas Carols around the tree continues to be a success with sixty-two people counted as attending this year. Votes of thanks were offered to Aldbourne Brass Band for their accompaniment, the Red Lion Public House for hosting the refreshments and all those people who helped to erect and de-erect the tree and lights.

 

7.3        Bank funds reconciliation statement for December 2011. -  The Cllrs approved the bank funds statement for December 2011. The total in the RBS bank is currently £18608.21 (£8407.90 in the current account, £10200.31 in the Savings account). The Petty Cash total is £24.21.

7.4               The third quarter budget report.  The Cllrs approved the third quarter budget report previously circulated by the Clerk.

 

7.5               The Asset Register.  The Cllrs approve the updated Asset Register to include the Village entrance gates, the new Chain link fence (along Ermin Street) and the new Christmas tree lights and timers.

 

7.6               Parish Council Financial grant policy – This is still ongoing and deferred to the next meeting.                                                                                                           Action: Clerk

 

8.  ITEMS TO NOTE:

 

8.1        Letter from Mr B Gribble – The Parish Council has received a letter from Mr B Gribble regarding footpaths within Baydon. The Chairman has sent a reply.

 

8.2        Wiltshire Council – Dog Control Orders – The Wiltshire Council Dog Control orders are being updated; there are no requested changes from Baydon Parish Council.

 

8.3        Scene input.  The Cllrs briefly discussed input for the next Scene in Baydon.

8.4        Parish Forum – The next Parish Forum meeting is the 17th January 2012.

 

9. ITEMS FOR NEXT MEETING:

 

9.1        To elect a Vice Chairman – February meeting.

 

9.2        To agree Parish Council policy regarding financial grants.

 

9.3        To discuss a requirement for a Baydon Automatic External Defibrillator – After village consultation.

 

9.4        To discuss a proposal for a fence along the northern boundary of the playground – May Meeting
