Baydon Parish Council Meeting - 17th January 2011
The Parish Council meeting was held in the Baydon Young Peoples Hall (BYPA) on Monday 17th January 2011, Mr Andrew Knowles was in the chair.
The minutes of the last meeting were approved by the two councillors present – Ms Alison Tomkins and Mr Michael Edmonds.
The clerk, Mrs Rowan Cockcroft, stated that there were no planning applications to consider.

The Mouchel
“Taking Action on the School Journey” report was discussed. Mr Austen said that
as the Mouchel report had been prepared specifically
for the school, and it was necessary for the TCWG to meet with the school to
pool ideas, particularly for the conflicting traffic calming measures proposed
on the T-junction between
Mr Austen said that a number of the new style triangular 30mph wheelie bin stickers, purchased by the Parish Council, had been distributed to local households and that there were still some spares if anyone wanted one.
There had been no meetings of the Marlborough Community Area Board or the Marlborough and Villages Community Area Partnership yet this year, but Cllr Michael Edmonds said that he was in favour of the proposal to form a Parish Council Forum if it replaced the MCAB.
It was agreed that the recipient of the Wiltshire Council’s Great Green System contribution should be the Allotment Association.
The clerk agreed to complete the Wiltshire Police Authorities questionnaire with help from Cllr Tony Prior.
The delivery of equipment for Phase 1 & 2 of the Play area is to be before the end of January. It is hopeful that the monies for Phase 3 will soon be received.
The Parish Council are still awaiting quotes to install fencing at the Parish Field, it was therefore agreed to defer any decisions about picnic tables etc until the next meeting.

There was no one present to give a presentation concerning the Allotment Association’s proposals for fencing.
It was agreed to use the disused School allotment plot for manure deliveries until the play area was completed, when the subject would be reviewed.
The Councillors agreed that 29th April 2011 would be a suitable date for a Village celebration of the Royal Wedding and the Grand Opening of the Play Area. The Parish Council would be looking for a co-ordinator, with groups helping with food etc.
It was agreed to raise the subject of the Queen’s Jubilee celebrations at the Parish Assembly - a date which still has to be agreed.
A letter of congratulations is to be sent to Mr Anthony P McCoy on his recent award as “Sports personality of the Year”.
Payments were approved to the Red Lion of £50 for Christmas Carol refreshments; £20 to the Chairman for petty cash; £47.50 for the hire of BYPA Hall. The clerk’s expenses were also approved.
Thanks were extended to the landlords of the Red Lion for providing excellent refreshments, and to those people who helped by erecting and taking down the Christmas tree on the Green.
It was noted that the Cricket Field would be closed to the public on Thursday 17th February and Thursday 14th April, as stated in a letter from the owner Mr Jonathan Smith.
