3.      MINUTES OF LAST PARISH COUNCIL MEETING

To approve the minutes of the Parish Council meeting held on 27th October 2008

4.      SUSPENSION OF THE MEETING FOR PUBLIC QUESTION TIME

The meeting will be suspended to allow members of the public to speak to the Council. No decisions can be made by the Council during public question time. After this period the meeting will be resumed.

6.1       To consider the latest advice from the NALC solicitor **

6.2        To consider the detailed subjects the Parish  Council requires a solicitor to investigate regarding the lane by the Parish field and to request a quotation **

6.3        To consider the resolution that “an area of land on the Parish Field, west of a line  formed by the west   boundary of Willow House and extending south to the Ermin Street boundary, considered to be no longer required as recreational land, be appropriated to allow the Parish Council to exercise its statutory duty to provide allotments".

6.4       To consider projects for the S106 money from the Fiveways development **

6.5       To approve version 2.0 of the Administration Procedure **

6.6       To resolve to adopt the Freedom of Information Act Model Publication Scheme **

6.7       To consider the draft Publication Scheme **                                              

6.8       To agree a new target date for the submission of the report from the Traffic Calming Working Group

6.9       To consider what action to take regarding the shortfall in contracted grass cuts by Sodexho during the 2008 growing season **

6.10   To consider a response to the “Communities in Control: Real people, real power : Codes of conduct for local authority members and employees” Consultation **

6.11   To agree one traffic issue of concern within the Parish to put forward to the Marlborough Pilot Area Board **

6.12   To agree to place the notice of councillor vacancies on the website

6.13   To approve the schedule of meetings for 2009 **

6.14   To approve the clerk’s request for time of in lieu from 22nd December 2008 – 2nd January 2009

6.15   To record the loss of Parish Council minutes between January 1995 and April 2001

6.16   To consider forming a policy regarding access of disabled residents to the Parish Field

8.      PLANNING

8.1       To consider a response to planning application K/59682/F for two dwellings with garages on land at Dacre, Manor Lane **

8.2       To consider a response to planning application K/59774/F (The Downs Equestrian Centre, Russley road) for the erection of 2 on-site residential units to accommodate pupils and others **

8.3       To note any planning decisions received (For information only)

9.      Finance

9.1       To endorse any payments made between meetings **

9.2       To endorse the booking of the BYPA hall for the first meeting of the Traffic Calming Working Group and to approve the associated cost

9.3       To consider making a donation to Victim Support

9.4       To finalise the budget for 2009-2010 and to agree the level of the precept **

9.5       To approve an increase to the clerk’s salary in line with the interim pay settlement for 2008 -2009 **

9.6       To approve payment of the clerk’s remuneration for 18th February 2008 to 30 November 2008 **

9.7       To approve additional spending of up to £20 on litter picking equipment to cover price increases

9.8       To agree the date for switching on/off the Christmas tree lights and to consider the provision of mince pies & mulled wine for the carol singers
