Minutes of the Annual Parish Meeting held at the BYPA Hall on 30 April 2010 at 7.45 pm

The meeting started at 7.46pm and was chaired by the Chairman of the Parish Council; thirty members of the village attended.

 

1. APOLOGIES– The following apologies were received: Wendy Appello (Brownies), Peggy Slater (Thursday Club), Alison Jones (Baby and Toddler Group), Harriett Knowles (Yoga) and Brydgette Bryon-Edmonds (Baydon Scene.)

 

2.  MINUTES OF THE ANNUAL PARISH MEETING 2009 -   There were no formal minutes to approve but Barbara Furber’s 2009 report is available to view on the Baydon website.

 

3. REPORT BY THE PARISH COUNCIL CHAIRMAN – The report read by Mr Tony Prior, Chairman of the Parish Council is attached as an appendix.

 

4. REPORT BY COUNTY COUNCILLORCouncillor Humphries congratulated the Chairman on the Parish Council achievements throughout the year.

 

The annual Wiltshire Council report had been circulated prior to the meeting and is attached as an appendix.

 

5. REPORT BY WILTSHIRE POLICE – No report was available.

 

6. REPORT FROM BAYDON ST.NICHOLAS SCHOOLThe report given by the headmaster Mr Peter Chambers.

 

7. REPORT FROM VILLAGE GROUPS -   The village groups were invited to give their reports:

 

Friends of Baydon School -   The report given by Mrs Mandy Dore, Joint Chair of the Friends of Baydon is attached as an appendix.

 

Baydon & Aldbourne Link Scheme – The report given by Mrs Alison Tomkins is attached as an appendix.

 

Baydon Allotment Association – The report given by Mrs Jenny Gribble, Secretary Baydon Allotment Association is attached as an appendix.

 

1st Baydon Brownies – A report forwarded from Wendy Appello was read at the meeting and is attached as an appendix.

 

Baydon Women’s Institute – A report given by Mrs Penny Stephens, President of the Baydon Women’s Institute is attached as an appendix.

 

Baydon Parochial Church Council – Mr Tony Topp, Church Warden to Baydon St. Nicholas church, delivered the Baydon parochial church council report.  He especially thanked Mrs Enid Johnson who is retiring after 12 years service as a Church Warden.  The report is attached as an appendix.

 

Thursday Club – A report forwarded from Mrs Peggy Slater, Chairman of the Thursday Club, was read at the meeting and is attached as an appendix.

 

Baby & Toddler Group - A report forwarded from Mrs Alison Jones, Baby and Toddler Group, was read at the meeting and is attached as an appendix.

 

Yoga GroupThe Clerk reminded the assembly that the Yoga group meets on Wednesday evenings at the school hall and everyone is welcome.

 

Little Crickets Preschool - A report given by Mrs Denise Dawson, head of the Little Crickets Preschool.

Baydon Young Peoples Association - A report given by Ms Venice Marriott and Mr Gordon Walker is attached as an appendix.

 

Baydon Cricket Club – A report given by Mr Lee Hogan, Chairman of the Baydon Cricket Club.

 

Councillor Humphries reminded the group that the Marlborough Area Board was a potential source of grant funding.

 

Baydon Website - A report given by Mr Mark Austen, the Baydon webmaster and as attached as an appendix.

 

The Chairman thanked Mark for his hard work throughout the year keeping the Baydon website up-to-date.

 

8. REPORT FROM HIGHWAYS – The Chairman invited Mr Martin Cook from Wiltshire Council highways department to speak. Mr Cook said he was based in the Marlborough office and dealt with routine highway matters. Mark Austen asked about the missing ‘Welcome to Wiltshire Sign’ and was directed to the Wiltshire Council rebranding department. Mrs Tamsin Witt, chair of the Traffic Calming Working Group raised questions about traffic calming features in the village, in particular a chicane installation. Martin Cook responded that unless there was a collision history in the village or the scheme encouraged the use of different types of transport it was unlikely to succeed. He advised the Parish Council to write to Spencer Drinkwater regarding feasibility of any such scheme.

 

9. VILLAGE MATTERS -

 

a.       New village green tree – The Chairman raised the possibility of purchasing a permanent tree for the village green, to replace the annual requirement to procure a Christmas tree. After discussion those present agreed that another permanent tree on the Green would not in keeping with its open aspect. The annual erection of a Christmas tree would continue.

 

b.       Beating the Bounds – The date for the 2010 ‘Beating the Bounds’ is the 3rd May.

 

c.       Village Litter Pick - There is a village litter pick scheduled for the 22nd May at 1.30pm, all are welcome.        

 

Post meeting note – This is now scheduled for 10.30am   

 

d.       Recycling Skip Changes – The Clerk informed the meeting that there was a new skip arrangement for a six month trial period. The dates and times would stay the same as advertised but that a compacting lorry would be collecting the cardboard and plastic together.

 

e.        Footpath Access problems - A resident reported that the stile access to the footpath beside the cricket field was not easy for elderly and infirm residents to use. The Clerk was asked to add this to the agenda for discussion at a future Parish Council meeting.

 

The Chairman noted that fifteen groups had reported at the meeting and that all groups would welcome new volunteers and wider village involvement. He recorded a vote of thanks to Brydgette Byron-Edmonds for the excellent village magazine, Baydon in Scene, which he said was really appreciated by all residents.
