BAYDON PARISH COUNCIL

 

MINUTES OF MEETING HELD AT THE BYPA HALL ON

27th November 2006 (Subject to approval at the meeting on 8th January 2007)

 

PRESENT: Mr K Barnes (Chair), Mrs S Bailey, Mr J Grove, Mrs S Grove

Also in attendance: L Knight (Clerk) and 5 members of the public.

1.             APOLOGIES

Apologies received from Cllr C Humphries and Cllr S Findlay

                                                                                                                          

2.             DECLARATION OF INTEREST

There were no declarations of interest in any matter on the agenda.

 

3.             MINUTES OF THE PREVIOUS PARISH COUNCIL MEETING

The minutes of the meeting on 30th October were agreed to be correct and were signed as a correct record.

 

4.             CLERK’S REPORT

The Clerk advised the meeting that she had received a letter of application for Parish Councillor vacancy from Jason Haythornthwaite who was in attendance at the meeting as a member of the public. A donation of £100 has been made to the fireworks for bonfire night. The street name plate has finally been changed from Fiveways Close to Fiveways, and the missing name plate for Ash terrace has been replaced. The Clerk thanked everyone who had helped to make these happen, particularly Cllr Findlay who had most recently been involved in moving forward this issue. The Clerk had advised the planning officer of the Parish Council’s concerns that a copy of the planning application for a garage at Mayfield had not been sent to the immediate neighbours at 15 Fiveways and that Russley Motors (which had been demolished to make way for the Fiveways development) was on the list of consultees. A site visit had been made and that as a result of this additional people were added to the list of consultees. The fact that the homeowners of 15 Fiveways had not had an opportunity to comment on the application was not seen an issue by KDC as the Planning Officer believed that she had taken into consideration any potential impact on the neighbouring property.

 

5.             ITEMS FoR CONSIDERATION

5.1         To consider purchasing a replacement public notice board for the corner of Downsmead.

It was noted that Greenbarnes would be able to supply a notice board which was weatherproof with a self healing back. The Parish Council agreed that the backing for the new notice board would need to be replaceable. Clerk to check.                                                                                    

 

6.              CORRESPONDENCE

6.1         MCAMF, Invitation to Planning Seminar on 30 November at the Town Hall, Marlborough – No-one able to attend.

6.2          Countryside Alliance, letter regarding rural Post Offices – Item to be put in Scene in Baydon.

6.3         SLCC, Regional Conference on 8th December in Bristol – As there were only a few topics that appeared relevant it was decided not to send anyone to the conference.

7.             SUSPENSION OF MEETING FOR PUBLIC QUESTION TIME

The meeting was suspended to allow members of the public to speak to the Council.

 

After this period the meeting was resumed.

 

 

8.             FINANCE

8.1         To discuss and agree the budget and precept for 2007 – 2008

The Parish Council reviewed the summary of anticipated expenditure for 2007 – 2008 that had been prepared by the Clerk. It was noted that election expenses may be incurred in

2007, however monies have been accruing towards this potential cost. It was decided that before setting the precept for 2007 -2008 the Parish Council should agree what projects any surplus money should be allocated to. The Parish Council will reconsider the budget, precept and future projects at the next meeting. 

8.2         A cheque was signed for the Clerk’s remuneration for the period 31st July – 29th October (reference cheque no. 312 £933.67).

 

9.             VILLAGE MATTERS

9.1         To discuss the tender for grass cutting in the village

Mr Barnes and Mr Grove will map the areas to be covered. Mr Grove will also try to get a ball park costing for the grass cutting. 

9.2         To discuss litter picking

As no-one was available for the litter pick a new date will set.                                

 

10.         ITEMS TO NOTE / ITEMS FOR NEXT MEETING

 

Members of the publics notified the Parish Council of the blocked drain outside the school by the pedestrian entrance and the issue with the man hole cover at the top of Manor Lane. It has been moved and water is spilling out.

 

Mr Barnes will be making a sign to the Church to be placed on the Russley Green side of the church.

 

The drain on Russley road by the stables is blocked.

 

Fir tree by the garages on Downsmead is obstructing the light.

 

The Christmas tree will be put up on 9th December and carols will be held on 22nd December at 6.30pm.

 

The meeting concluded at 9.30pm.
