MINUTES OF MEETING HELD AT THE YOUTH CLUB
ON 17th MAY 2004

ELECTION OF CHAIRMAN & VICE-CHAIRMAN, ACCEPTANCE OF OFFICE

Mr Dominy proposed Mr Jonathan Smith to be re-elected as Chairman, this was seconded by Mr Grove, all present in favour. Mr Smith accepted this nomination.

Mr Smith proposed Mr Kevin Barnes to be elected as Vice-Chairman; this was seconded by Mrs Grove, all present in favour. Mr Barnes accepted this nomination.

Declaration of office was signed by both, witnessed by the Clerk.

MINUTES OF PARISH COUNCIL MEETING HELD ON 5th APRIL 2004

The minutes of the previous meeting were agreed and signed as a correct record.

DECLARTION OF INTEREST

There were no Declarations of Interest in any item on the agenda at this point in the meeting, although Mr Whitehead-Patey reserved comment on item 6 under Planning Applications (40 Downsmead) until such time as he had viewed the plans (without comment).

MATTERS ARISING FROM PARISH ASSEMBLY

  1. A member of the public asked who would be responsible for cutting the hedge around the village green adjacent to the new houses. The Chairman proposed that the Parish Council assume responsibility, this was seconded by Mr Grove all those present in favour.
  2. The Pond Site is badly overgrown again. The Chairman proposed a clearance of the area and then keeping it mown. Work should be done September/October time, to be discussed again nearer the time.
  3. Mrs Newman complained that the junction of Ermin Street, Aldbourne Road and Russley Road is still flooding in bad rain. The Chairman and the Clerk both confirmed that this has been reported and investigated and that Wiltshire County Council could find nothing wrong.
  4. Is the telegraph pole in the garden of one of the new houses on the Russley site going to be moved? Mr Whitehead-Patey confirmed that he would talk to Bloor Homes about it.

  5. Mrs Johnson asked that District Councillor Brian Twigger liaise with her regarding the School’s planning application for parking on the paddock.

  6. A member of the public asked whether Baydon would be getting doorstep recycling boxes. Councillor Twigger advised that Kennet District Council is endeavouring to extend the service but due to limited resources only large villages are being selected at the moment.
  7. A member of the public asked why there is a charge for the green sacks when they are collected by the same refuse lorry. Councillor Twigger replied that the charge is made to try to encourage people to compost their garden waste.
  8. Mrs Rees advised that the edge of Ermin Street to the west of the village on the right-hand side adjacent to the cricket field entrance had subsided. Clerk to report to Wiltshire County Council.

  9. The result of the landscaping poll was given. 22 responses, 1 in favour, 1 constructive suggestion, 20 against. Verdict, the green will stay as it is.

The Chairman commented that the Assembly had been very poorly attended, with very little support from the groups invited to give reports. It was agreed that in setting the date for next years meeting a change of day should be considered.

MATTERS ARISING

  1. MILLENIUM TREES, AMENDMENT OF PLANTING PLAN.
    This has now been completed, passed back to Clerk for publication in the Scene in Baydon.

    Mr Whitehead-Patey advised that he has sourced a supply of young trees should further planting be considered, a timescale of approximately 5 years for review was thought reasonable.
  2. BAYDON VILLAGE SIGN.
    Refurbishment has now been completed. Thanks to Kevin Barnes, Trevor Dominy and all that helped, particular thanks were noted for Colin Phillips help with the carpentry. Clerk to put acknowledgement in Scene in Baydon.

  3. BAYDON WELCOME BOOKLET.
    Mrs Bailey was awaiting printing costs at the last meeting, absent from this meeting so nothing to discuss.

  4. UNAUTHORISED DEVELOPMENT ON HARDSTANDING AT DOWNS HOUSE.
    A reply has been received from Kennet District Council and was read to the meeting. The structure is to be an outdoor ménage; it requires planning permission which will be applied for retrospectively. (Mr Dominy advises that there is a further structure beyond that which also requires investigation and was actually the cause of his original concern. Clerk to contact enforcement Officer)

  5. LAND AT BAYDON HOLE.
    The Clerk confirmed that this has been reported and is being dealt with by Mr Jenkins, Kennet District Council Enforcement Officer.
  6. POWER SUPPLY ON VILLAGE GREEN.
    Mr Whitehead-Patey confirmed that Bloor Homes have advised that they are obtaining quotes then they will carry out the work. The Clerk passed all the original correspondence with Southern Electric on this matter to Mr Whitehead-Patey.
  7. DOG CONTROL.
    The Clerk advised that Kennet District Council’s Animal Welfare Officer has visited Mr Alberto and spoken with him about the Rhodesian Ridgeback being allowed to stray. Kennet District Council’s reply was read to the meeting. The dog is alleged to ‘be a puppy and was caused to bolt recently from horse riders using the public bridleway’; this was questioned by the Council as it was felt to be debatable that the dog can be called a puppy. The matter to be monitored to see if the problem continues.
  8. TREE ON ERMIN STREET OPPOSITE FORGE COTTAGE.
    This was reported as leaning badly at the last meeting. The Clerk advised that it had been reported, assessed and taken down by wick all within one day. A letter of thanks has already been sent by the Clerk.
  9. FLOURESCENT WAISTCOATS.
    The Clerk has obtained a quote of £5.25 + VAT each, however Mr Barnes has managed to source some at £3.99 each. It was agreed that Mr Barnes should purchase one per Councillor, Mr Barnes to store them. The Clerk advised that the law states that sleeveless vests may only be worn on roads with a speed limit of below 50mph.

  10. SPOTLIGHTS ON TOP OF WATER TOWER.
    The Clerk advised that this is being investigated by Kennet District Council.

CORRESPONDENCE

  1. KENNET DISTRICT COUNCIL, NATIONAL CODE OF CONDUCT.
    An update has been received, to be circulated to all Councillors.
  2. KENNET DISTRICT COUNCIL, ADOPTION OF REPLACEMENT KENNET LOCAL PLAN.
    Replacement plan adopted on 30th April, available to be viewed on the Kennet website www.kennet.go.uk
  3. KENNET DISTRICT COUNCIL, CHANGES TO CONSULTATION ON PLANNING APPLICATIONS.
    Notification of changes has been received, to be circulated to all Councillors.
  4. YOUTH ACTION WILTSHIRE, DONATION REQUEST.
    A request for donation has been received, the Council agreed not to make a donation at this time as it has a policy of supporting local village groups and activities. Clerk to reply accordingly.

  5. One further item of correspondence received subsequent to the agendas being circulated was presented to the Council.
    1ST BAYDON BROWNIE PACK.
    Mr Barnes declared a personal interest as husband of Brown Owl and withdrew from discussion. A request for a donation towards funding a special Brownie event has been received. Mr Grove proposed a donation of £25.00; this was seconded by Mrs Grove, all present in favour. Payment to be made at the next meeting.

Membership renewal for Community First has been received. It is unsure what benefits are derived from this membership, Clerk to ascertain before deciding whether to renew.

A reminder of the annual payment for Churchyard maintenance has been received from St Nicholas Church. The original sum agreed was based on the Church using a contractor. This has now ceased and the work is being done by volunteers and casual labour. The Clerk to ask for verification on where the £530 will be spent.

The Chairman asked the Clerk to check to see when the last payment was made and who to for mowing the village green. To go on agenda for next meeting.

VILLAGE LAND

Nothing to report at present.

Mr Whitehead-Patey advised that the Baydon Resource Group AGM would be held on Monday 24th May and that, as previously stated, he would be standing down as Chairman at that meeting although he would continue to play an active role in the Group.

The Clerk advised that the previously granted planning permission for change of use on the Parish Field has now lapsed as work did not commence within the 5 year period. Mr Whitehead-Patey disputed this stating that the landscaping had been done and that was part of the scheme. Clerk to check status and advise Mr Whitehead-Patey.

VILLAGE MATTERS

  1. The Chairman confirmed that the Beating the Bounds would take place later in the year. The Clerk advised that following a query from a member of the public on the legality of holding this event on a day other than Rogation Sunday she had checked with the Rights of Way Officer and there are no restrictions.
  2. Mrs Grove reported that the speed limit signs are flashing but the 30 is not showing, Clerk to report.

  3. Mr Dominy reported that the road surface on Aldbourne Road between Beckets and Turf Run is breaking up. Clerk to report.

Mr Dominy advised that the Ménage on the right hand side on the Russley Road just past Downs House that had been visited by Kennet District Council Enforcement Officer was not the structure that he had been referring to when asking if planning permission was required. The structure in question is just beyond this further into the field. The Clerk to contact the Officer to raise this point.
