MINUTES OF PARISH COUNCIL MEETING HELD ON 29th November 2004

The minutes of the previous meeting were agreed and signed as a correct record.

DECLARTION OF INTEREST

There were no Declarations of Interest in any item on the agenda for this meeting.

MATTERS ARISING

  1. RESIGNATION OF CHAIRMAN.
    With Mr Smith’s resignation, there are now 2 vacancies for Parish Councillor. Mr Barnes (Vice Chairman) suggested that he continue as “acting Chairman” until the vacancies were filled; at which point a new Chairman would be elected. The council agreed to this proposal.

    Mrs Bailey recommended that someone should be nominated to stand in for Mr Barnes in the event that he was unable to attend any Parish Council meetings. Mr Dominy agreed to take on this responsibility.
  2. BAYDON BOOKLET
    The latest version of the booklet was reviewed and it was noted that a number of changes would have to be made to the contact list e.g. removal of Mr Smith’s name as BPC Chairman, contact for BYPA & pre-school are required. Mr Barnes proposed May 2005 as the target date for publication and volunteered to obtain printing costs.
    KB Any further feedback or changes to the booklet should be passed directly to Mr Barnes.

  3. UNAUTHORISED DEVELOPMENT AT LAND BEYOND DOWNS HOUSE
    The planning application was refused. No further action required.
  4. LAND AT BAYDON HOLE.
    BPC are still waiting for a written response from Kennet District Council. No representative from the District Council was present to give an update on this issue. SF

  5. POWER SUPPLY ON THE GREEN.
    Mr Barnes gave a vote of thanks to the Clerk for sorting the power supply for the Christmas tree.
    The clerk to contact Bloor to request that the power supply be contained in a secure, lockable housing. Clerk
  6. FINCHLEY, FINCHES LANE, CHANGE OF OWNERSHIP/POSSIBLE PLANNING CONTRAVENTIONS.
    No response has been received from KDC. Clerk to send further reminder.

  7. NAMING OF FIVEWAYS
    Mr Barnes read a letter received from KDC, which stated that insufficient positive responses had been received from the home owners. It was noted that at the time that letters were sent to the residents not all houses in Fiveways Close were occupied and so the statistics used by Kennet were incorrect. A response will be sent to Kennet on this matter.

    A new letter will be sent by BPC to the residents, repetitioning them on the issue of the incorrect name of the street.

  8. BUILDERS RUBBISH LEFT IN DOWNSMEAD
    Sarsen Housing have said that they will look into this issue when they make an estate inspection in the next couple of weeks.
  9. RUBBISH DUMPING IN THE COPSE AT BLACK GATE
    Mr Barnes gave a vote of thanks to Mr Grove and Mr Sutton who undertook the task of clearing away the rubbish. No further action required.
  10. INSURANCE COVER FOR CLLRS/CLERK
    The Clerk confirmed that BPC has 3rd party insurance, but not accident insurance. It was agreed not to increase the level of insurance cover.
  11. LIGHTS FOR VILLAGE CHRISTMAS TREE
    Mr Grove has the lights in safe keeping. A letter is to be sent to Mr & Mrs Crown thanking them for the Christmas tree and lights.

  12. SARSEN HOUSING, MOWING IN VILLAGE
    It was decided that clarification is required over the areas affected and the associated remuneration that would be made to BPC.

  13. DAMAGED ROAD MARKERS ON ALDBOURNE ROAD
    These have been reported to Swindon Borough Council but as yet have not been replaced. Several members of the parish council volunteered to fit the markers if they were supplied. Clerk to query this with SBC.

  14. LOCAL FLOODING ON RUSSLEY ROAD AND ON ALDBOURNE ROAD
    Ongoing. As this has been raised with the Council previously and they were unable to find any problems with the drains; it was suggested that photographic evidence of the issue be taken during the next major rain storm.
  15. POSSIBLE SUBSIDENCE ON RUSSLEY ROAD
    Mr Dominy confirmed that the road had been patched however he felt that the repair was poorly done and that further repairs would be required before long.
  16. WIND TURBINES
    It was noted that the application for the wind turbines at Ramsbury has been withdrawn. There was no update on the proposed wind turbines for Baydon
  17. VACANCY FOR COUNCILLOR FOLLOWING RESIGNATION OF PHILLIP WHITEHEAD-PATEY
    This vacancy was advertised within the village but no-one has put their name forward. As there are now 2 vacancies on the Parish Council, an advert will be placed in Scene in Baydon Clerk/KB

REPORT FROM MRS DOBSON(Parish Councils representative on the governing body of St Nicholas School)

Mrs Bailey advised the meeting that no-one had contacted Mrs Dobson regarding the proposed report. It was agreed that this should be in the form of a short paragraph, submitted once a term. The report did not need to be given in person but could be a written account. Clerk to send letter to Mrs Dobson asking if she would be willing to produce a regular report for the Parish Council.

  8. COUNTRYSIDE AGENCY, GUIDE TO BECOMING A QUALITY COUNCIL
    Several copies have been received. Mr Barnes stated that this was not currently a mandatory requirement for Parish Councils and, that it had previously been decided by BPC not to pursue this further as it only appeared applicable to larger Parish Councils. It was confirmed that the opinion of the Council had not changed on this matter. A single copy of the booklet to be kept on file.

  9. COMMUNITY FIRST LETTER REQUESTING A MEETING TO DISCUSS SETTING UP A LINK GOOD NEIGHBOURS SCHEME
    It was agreed that, if someone was available, a representative from BPC would attend the meeting. It was decided that an explanation of what this scheme is about is required before the meeting.

  10. COMMUNITY FIRST LEAFLET REGARDING A TRAINING DAY ON “CONSULTATION BASICS FOR PARISH COUNCILS”
    It was determined that it was not necessary for anyone to attend this training day.
  11. COMMUNITY FIRST BRIEFING NOTE ON AUDIT OF MINIBUSES
    Has been received, to be circulated to all Councillors. It was noted that there is a minibus in Ramsbury (the “Ramsbury Flyer”) which, on set days, picks up patients from the area and transports them to the Ramsbury Surgery. This bus is also available for hire.
  12. BAWDEN LETTER PROMOTING GROUNDS & ESTATE MAINTENANCE SERVICES
    Has been received.
  13. WPA KENNET AREA POLICE/COMMUNITY CONSULTATIVE GROUP MEETING
    Received notification of meeting on 10th January which is open to the public.

PLANNING

PUBLIC PARTICIPATION

  1. It had been noted by a member of the public that the extension to 1 Ermin Street was only single skin and that this type of construction was not generally rendered. However, the belief was that the intention was to render the building. Mr Barnes stated that he believed that if this was an issue it would be for the building inspector to pursue it.
    Mr Dominy volunteered to review the associated plans and provide feedback on any issues found.

Parish Council Precepts – The Parish Council precepts for 2005 were discussed and agreed. Clerk to submit formal request for precept of £5480.

It was agreed that the account signatories should be Mr Grove, Mr Dominy, Mrs Bailey and Mr Barnes, with only 2 from the 4 being required at any one time. Signatories to attend Lloyds Bank in Newbury with proof of id and proof of address.

The Clerk advised the Parish Council that a letter, endorsed by the old and new signatories, including Mr Whitehead-Patey was required to change the correspondence address for the Portman savings account.

VILLAGE LAND

  1. It was noted that BPC could draw up a “policy plan” detailing what the council would like/not like to see in the village. This was agreed that this should be pursued, and, if possible, a copy of the “policy plan” for Ramsbury be obtained from Councillor Twigger so that it could be used as a template for the Baydon “policy plan”.

VILLAGE MATTERS

  1. RIGHTS OF WAY BLOCKED IN RUSSLEY PARK AREA
    Mr Barnes has been to the site and has taken photographs of the gates, which are not horse and rider friendly; one is even locked with a chain and padlock. Need clarification of whom to escalate these issues to. Still ongoing
