MINUTES OF MEETING HELD AT THE YOUTH CLUB ON
6th SEPTEMBER 2004

Mr Smith and Mrs Bailey.

It was noted that if Mrs Bailey is absent from the next meeting in October then she will have been absent for a six month period and as such be subject to automatic disqualification as Councillor unless the Council votes to overrule this order.

MINUTES OF PARISH COUNCIL MEETING HELD ON 19TH JULY 2004

The minutes of the previous meeting were agreed and signed as a correct record.

DECLARTION OF INTEREST

There were no Declarations of Interest in any item on the agenda for this meeting.

MATTERS ARISING

  1. BAYDON WELCOME BOOKLET.
    Mr Barnes confirmed that he is due to see Sylvia Bailey to take over the project. Mr Whitehead-Patey gave KB a draft copy.

  2. UNAUTHORISED DEVELOPMENT AT DOWNS HOUSE.
    A copy of the planning permission has now been received. It was noted that before the lunging ring may be permitted to be used the surrounding fence must first be stained brown and a planting scheme for the filling of gaps in the adjacent roadside hedge must be submitted to Kennet District Council.
  3. UNAUTHORISED DEVELOPMENT AT LAND BEYOND DOWNS HOUSE (HEDDON COTTAGE).
    This is still awaited from Kennet District Council.
  4. LAND AT BAYDON HOLE.
    A letter has been received from Kennet District Council advising that they are still looking into the matter. County Councillor Humphries advised that he would take the matter up with Mike Wilmot at Kennet District Council.
  5. POWER SUPPLY ON THE GREEN.
    No confirmation has been received from Bloor Homes yet, Mr Whitehead-Patey to chase.

  6. ALDBOURNE ROAD BETWEEN BECKETS & TURF RUN, ROAD SUBSIDENCE.
    Due to be done by Wiltshire County Council. Confirmation also received that there is budget to resurface all the minor roads north of Ermin Street in the next financial year.
  7. FINCHLEY, FINCHES LANE, CHANGE OF OWNERSHIP/POSSIBLE PLANNING CONTRAVENTIONS.
    This is still pending, correspondence between Kennet District Council and PC.

  8. 1 ERMIN STREET, QUERY OVER BUILDING MATERIALS.
    The Clerk advised that according to the planning application the construction should be render.
  9. MANHOLE COVER ON THE BANK ON RHS OF ERMIN STREET.
    This has been reported but not yet repaired by Wiltshire County Council.
  10. RIGHT OF WAY TO EAST LEAZE FRARM FROM CRICKET FIELD.
    The Clerk advised that Brian Buckler of Aldbourne PC has contacted her and confirmed that the landowner has made an assurance that the right of way will be marked and the stile will be replaced as an when (if at all) livestock are put back in that field.
  11. RIGHTS OF WAY BLOCKED IN RUSSLEY PARK AREA.
    Mrs Crown (member of the public) advised that some are still not accessible for horse-riders. Mr Barnes to identify which R of W are affected and then report to the landowner, Mr Alistair Wright, or to Esther Daly, Rights of Way Officier Wiltshire County Council.

CORRESPONDENCE

  1. RAMSBURY FIRST RESPONDER SCHEME, DONATION REQUEST.
    Mr Whitehead-Patey proposed a donation of £50.00 this was seconded by Mr Grove. Cheque to be issued at the next meeting.

  2. BAYDON PCC, LETTER OF THANKS.
    A letter of thanks for the £450.00 grant for churchyard maintenance has been received.
  3. WILTSHIRE COUNTY COUNCIL, EMERGENCY PLANNING QUESTIONAIRE.
    This is a duplicate of questionnaire already completed by Mr Barnes.
  4. KENNET DISTRICT COUNCIL, PLANNING & COMPULSORY PURCHASE ACT 2004.
    Has been received, to be circulated to all Councillors.
  5. WILTSHIRE COUNTY COUNCIL, EXTINGUISHMENT ORDER OF 85 METER SECTION OF RIGHT OF WAY NO. 3.
    Public notice already on display on the PC noticeboard. No objections from the Council.
  6. BAYDON 1ST BROWNIES.
    A letter of thanks has been received for the £25.00 donation.
  7. KENNET DISTRICT COUNCIL, TRIAL RE-CYCLING SCHEME.
    Kennet District Council are trialing a scheme to collect metal and garden waste for re-cycling by providing skips for a 2 hour period. It was agreed that the Council should take advantage of this scheme, Clerk to find out more and book.

  8. WILTSHIRE COUNTY COUNCIL & SWINDON BOROUGH COUNCIL, WASTE LOCAL PLAN.
    Has been received, to be circulated to all Councillors.
  9. WILTSHIRE HIGHWAYS PARTNERSHIP, LENGTHSMEN PROGRAMME.
    An update has been received, next visit due 16/17 February 2005.
  10. WILTSHIRE COUNTY COUNCIL, WEB SITE.
    A letter advertising the County Council web site and offering space of the site for Parish Councils, at a small cost. The Council agreed that as the PC already has free access to the Baydon Village web site this would not be of interest to them. Clerk to reply accordingly.

  11. DOWNS EQUESTRIAN SERVICES, SEEKING COUNCIL SUPPORT FOR INSTALLATION OF GATES ON THE BY-WAY.
    A letter addressed to the Chairman has been received and was read to the meeting. The Council agreed that there is no objection providing the gates are over 12’ wide and full accessible to all vehicles, pedestrians and horse-riders. The right of way must be properly marked as such to avoid confusion. Dogs belonging to Downs House must be kept under control so as to avoid any possible intimidation of users of the right of way by the dogs becoming ‘territorial’. Clerk to reply to Downs House and also Barbara Burkes at Wiltshire County Council accordingly.

  12. THE GUINNESS TRUST, RUSSLEY GREEN SITE.
    A letter thanking the PC for it’s support was read to the meeting. Comments to be forwarded to Kennet District Council via the planning application.

  13. One further piece of correspondence received by Councillor Twigger was passed to the Council for its consideration.

  14. KENNET DISTRICT COUNCIL, LAND AT BAYDON HOLE.
    A letter has been received advising of the currect situation, this was read to the meeting. Await further advice.

PLANNING

PUBLIC PARTICIPATION

  1. Councillor Twigger noted that Baydon is now fully Broadbanded.
  2. Councillor Twigger passed a letter which he had received from Baydon PCC to the Council. The PCC are requesting a new signpost to be erected on the Russley Road near the Green showing direction to the Church. The Council agreed that this request should be passed to the relevant authority.

  3. Mrs Crown requested some dog fouling signs so that she could put some up along the alternative right of way past Baydon House. Clerk to send some. Also some to Mr Barnes for placement elsewhere around the village.

  4. Mrs Crown advised that the Byway at Pigs Hill is blocked. The route of the byway was queried. Mrs Furber to walk the route with Mrs Crown. If this is a genuine problem it will be reported back at the next meeting.
  5. Councillor Twigger advised that the Wind Turbine appeal is still on going, results expected within the next month.
  6. Mr & Mrs Norman complained that the agenda has not appeared on the PC noticeboard for the last couple of meetings. The Clerk apologised, noting that her replacement, when one is found, would have to pay particular attention to this aspect of the job.

FINANCE

Cheques Paid: £10.00 BYPA, hall hire
  £282.38 Louise Hawley, Clerks salary 1/09/04 to 30/09/04 including salary increase as notified by NALC back-dated to April 04.

Monies received: None  

Accounts for years ending 31st March 2003 and 31st March 2004 were inspected by the Council. They were agreed and accepted by all those present as a clear and accurate representation of the Councils accounts.

VILLAGE LAND

Nothing to report at this time.

REPLACEMENT FOR CLERK?

It was noted that no applications for the post have been received. The Clerk advised that one person had contacted her to discuss the job but had not put in an application to the Chairman.

Councillor Twigger suggested that the Graham Francis, Mayor of Marlborough and Clerk to several local Parishes, might be an option to consider. Also Sue Arnold who had provided temporary cover for the Ramsbury Clerk may be interested. Mr Whitehead-Patey and Mr Barnes confirmed that they would discuss these suggestions with the Chairman.

The Clerk to draft another notice giving salary details. To email to Mr Barnes for display on the PC noticeboard.

The Clerk confirmed that she would not be able to stay on beyond the notice period, if no replacement is found by then the Vice-Chairman to take on all the files, minutes and accounts etc.

VILLAGE MATTERS

  1. Mrs Grove asked if another Litter Picking session could be organised. Mr Barnes noted that he had carried out a survery of litter bins in the village and concluded that many of them are not being used. It was questioned whether there is a need for any further bins. Mr Whitehead-Patey advised that he would draft a letter to go out to parents of school aged children and would then liase with Mr Chambers of St Nicholas School to talk to the children to try to get the message across. It was noted that the problem is not solely down to primary school aged children.

  2. Mrs Furber, member of the public, asked Councillor Twigger whether Kennet District Council has any advertising that can be displayed with shows how long it takes for different types of litter to decompose. Councillor Twigger replied that he didn’t think there was anything.
  3. Mrs Grove commented on the level of dog fouling in Downsmead. Mr Whitehead-Patey suggested that a combined letter about litter and dog fouling could be send to all households in the village.

  4. It was noted that the road name sign on the new development on the Russely site reads Fiveways Close and not Fiveways as agreed with Kennet District Council. Mr Whitehead-Patey confirmed that he had already spoken to Mr Hatton-Pocklington at Kennet District Council and the matter was in hand.

Mr Whitehead-Patey noted that the fence between Beckets on the Aldbourne Road and the land to the left has been removed (either partially or completely) and there is some construction work going on. Clerk to check on nature and exact location of construction and seek advice from Kennet District Council if necessary. Land to left of Beckets was granted ‘special status’ some years ago, Clerk to check details

  6. Mr Barnes reported that the Baydon village nameplate from the eastern end of Finches Lane has been taken. Clerk to report and request a replacement.

Mr Whitehead-Patey motioned a vote of thanks to Mrs Hawley, the retiring Clerk, for all her hard work and dedication to the job over the last nine years. A presentation was then made.

The Clerk replied by thanking the Councillors for their support and wishing the Council success in the future. She noted that people are quick to criticise but slow to praise, none the less the job had been enjoyable!

The meeting concluded at 9.40 p.m.
