MINUTES OF PARISH COUNCIL MEETING HELD ON 23RD FEBRUARY 2004

The minutes of the previous meeting were agreed and signed as a correct record.

DECLARTION OF INTEREST

There were no Declarations of Interest in any item on the agenda for this meeting.

MATTERS ARISING

  1. MILLENIUM TREES, AMENDMENT OF PLANTING PLAN.
    Mr Whitehead-Patey confirmed that he would be checking on the trees and would update the plan and return to Clerk by the next meeting.

  2. BAYDON SIGN.
    Mr Barnes confirmed that the metalwork is now ready and that the timber is currently being worked. Completion of the job is anticipated in 7 – 10 days.

  3. BAYDON WELCOME BOOKLET.
    Mrs Bailey confirmed that she is awaiting printing costs.

  4. RE-LANDSCAPING THE VILLAGE GREEN.
    The Clerk confirmed that details of the proposals have been published on the village web site and will also be in the Baydon Scene. A poll sheet has been placed at the village shop to gather people’s views. This will be retrieved and presented at the Parish Assembly.

  5. POWER SUPPLY ON VILLAGE GREEN.
    Mr Whitehead-Patey noted that Paul Halfacree of Bloor Homes has left. His replacement, Martin Clarke, has advised that he will look at the matters left un-resolved and respond within the next two weeks. The Parish Council may have an option to pay on a meter or by annual charge although the latter is rather expensive. Should have more to report at next meeting.

  6. DEVELOPMENT OF LAND TO NORTH EAST OF BAYDON PARISH.
    The Clerk confirmed that Kennet District Council have visited the site and taken photographs. The file is now with Mike Wilmot (planning) to issue Article 4 Notices if applicable. Mr Dominy advised that he has done some research on a similar site and may be able to provide advice if required.
  7. WEED PROBLEM ON LAND TO NORTH EAST OF BAYDON PARISH.
    The Clerk advised that this has been reported to DEFRA.
  8. DOGS BELONGING TO DOWNS HOUSE.
    It was noted that despite a polite request to keep the dogs under control they are still being allowed to roam loose and are causing a nuisance. The Clerk to write to the Dog Warden.

    It was also noted that the black Labrador belonging to Mrs Grant is roaming again, a polite notice to be sent.

  9. SPEED CHECKS.
    The Clerk advised that speed checks have been requested along Aldbourne Road. It was noted that these have not happened yet. Clerk to chase.

  10. POSSIBLE CONSTRUCTION WORK ON HARD STANDING ON RIGHT OF RUSSLEY ROAD PAST DOWNS HOUSE.
    The Clerk advised that this has been reported and is being looked into by Kennet District Council.
  11. BECKETTS & ADJACENT LAND, FENCE REMOVED AND CONTRUCTION WORK.
    Mr Whitehead-Patey confirmed that he has spoken to the owner of Beckets. The fence has been removed legitimately and the wooden construction does not need planning permission as it is less than an overall 4 meters in height and does not take up more than 50% of the garden. No further action necessary on this matter. Mr Whitehead-Patey confirmed that he would check the status of the adjacent land for interest sake only.

NOMINATIONS/APPOINTMENT OF PARISH COUNCIL NOMINATED SCHOOL GOVENOR

Mrs Bailey, Chair of the Board of School Governors, advised that the policy of the Parish Council has always been to try to appoint a Parent. This is in line with the Government recommendation that at least 50% of the Governors should be Parents. She went on to state that the school were looking for a candidate with a sound financial background.

Mrs Bailey proposed Mrs Alison Dobson, a parent of children at the school with the required financial background.

The Chairman proposed Mr Mike Bennet who had asked to be considered at the last meeting. Mr Bennet has a great deal of experience as a School Governor.

A vote was taken by show of hands, five votes to Mrs Dobson, two to Mr Bennet. Mrs Dobson to be appointed as Parish Council nominated Governor. Clerk to write to both candidates.

CORRESPONDENCE

  1. CPRE, BEST KEPT VILLAGE COMPETITION.
    The Council has decided not to enter this year. Clerk to reply accordingly.

  2. INDEPENDENT LICENSING CONSULTANCY, NOTICE OF APPLICATION FOR PROTECTION ORDER, NOTICE OF APPLICATION FOR TRANSFER OF LICENCE & APPLICATION FOR GRANT OR RENEWAL OF PERMIT FOR PROVISION OF AMUSEMENT WITH PRIZES.
    Copies of these applications have been received for information only and apply to Mr Richard Maycock taking over the Red Lion.
  3. WILTSHIRE HIGHWAYS PARTNERSHIP, PARISH LENGTHSMEN PROGRAMME.
    Notice has been received that this programme is restarting. Dates for Baydon are 9/12 July and 17/18 November. Work required will be decided nearer the first visit.
  4. KENNET DISTRICT COUNCIL, REPLACEMENT LOCAL PLAN.
    Notice of intention to adopt the Local plan has been received.
  5. KENNET DISTRICT COUNCIL, CODE OF CONDUCT, REGISTER OF INTERESTS.
    Information has been received regarding declaring membership of the Freemasons and of Political Party Councillor Associations. To be circulated to all Councillors.

  6. KENNET DISTRICT COUNCIL (MARIA MEMOLI) LETTER TO JONATHAN SMITH.
    This letter, regarding allegations made in respect of code of conduct issues, was summarised to the meeting.
  7. CLERK’S REPLY TO ABOVE ON BEHALF OF JONATHAN SMITH.
    This reply which answered points raised was summarised to the meeting.
  8. MIKE BENNET, POINTS RAISED FROM MINUTES OF PC MEETING ON 23RD FEBRUARY.
    This letter (dated 22/03/04), which raised several queries from the minutes, was read in full to the meeting.
  9. CLERKS REPLY TO ABOVE.
    This reply (dated 30/03/04), which answered queries, was read in full to the meeting.
  10. KENNET DISTRICT COUNCIL (MARIA MEMOLI) LETTER TO CLERK.
    This letter (dated 25/03/04), which acknowledged response to the allegations made noted that the Clerk has acted properly in advice given, was read in full to the meeting.

Items of correspondence nos. 6 to 10 inclusive were summarised by the Chairman as a chain of letters sent and received. He concluded by saying that he hoped this would mark the end of this matter.

PLANNING

PUBLIC PARTICIPATION

Mrs Furber thanked whoever was responsible for collecting all the rubbish from Peakes Down. Mrs Grove went on to thank Allan & Jan Cole and Tim Norman for providing the use of bins and transport respectively. The Chairman apologised for not making the Litter Picking session and advised that he would organise a further session to finish off the area between Peakes Down and Baydon. Date set as SATURDAY 24TH APRIL meeting at 10.00 at the Shop. Heather White offered the use of the School litter pickers.

Two further invoices, which had been received subsequent to the agenda being circulated, were presented to the Council for payment. Mr Whitehead-Patey proposed payment; Mrs Bailey seconded this, all in favour.

VILLAGE LAND

The Chairman confirmed that two meetings have been held with Ben West and several other young people regarding proposals for the Parish field. They are now drawing up plans for jumps etc. The existing tree planting will not be affected. Mrs Bailey asked to see more details before the Council decide to back the project. Mr Whitehead-Patey suggested that plans should be presented at the Parish Assembly.

Heather White asked if the Council had considered trying to obtain sponsorship from Addidas’ Basketball in the Community project? She confirmed that she would obtain details.

Mrs Juliet Maycock asked if the Council had considered traffic calming measures in the dip on Ermin Street that will be were the access would be. Mr Whitehead-Patey advised that discussions have been held previously without success, however the Council would ask again.

Mr Whitehead-Patey confirmed that the £5K donation from the Hall family/Bloor Homes has been received, and that Kennet District Council will now release the £2K grant being held waiting matched funding to the Parish Council. Now that money has been received the next action is to look at which project to start with.

The Chairman advised that the BYPA are in discussion with Mr & Mrs Crown regarding land around the hall.

Mr Whitehead-Patey advised that the Baydon Resource Group would be held soon and that he would be standing down as Chairman.

VILLAGE MATTERS

  1. The Chairman advised that this years ‘Beating the Bounds’ would take place on MONDAY 3RD MAY. Details to be published.

  2. Mr Barnes reported that the large tree on Ermin Street opposite Forge Cottage is leaning badly into the road. The Clerk to ask Wil Harley, Kennet District Council, to advise.

  3. Mr Barnes asked if the Council could obtain some fluorescent waistcoats for litter picking etc. The Clerk to liase with the Chairman.

  4. Mrs Grove raised the subject of Dog fouling. It was agreed that the problem should be highlighted at the forthcoming Parish Assembly.

  5. Mr Grove raised the subject of the Pond Site, it is badly overgrown again. This will also be discussed at the Parish Assembly.

  6. Mr Grove advised that the Cricket Club would be holding a ‘Fun Day’ on SUNDAY 29TH AUGUST. He asked if the Council own any tables that could be used. They do not.
  7. Mr Whitehead-Patey noted that two white spotlights have appeared on the top of the water tower. Clerk to enquire why they are there and has permission been given.

  8. The Clerk asked if anyone had any particular suggestions for the Parish Assembly or issues that need raising or people they wish to see invited. It was agreed to invite the Local Community Beat Officer.
